Bu çalışma kamu bütçelerini, şeffaflık ve katılımcılık kapsamında değerlendiren Açık Bütçe Endeksi’ne göre Türkiye’nin konumunu değerlendirmektedir. Türkiye’nin konumu, Uluslararası Bütçe Ortaklığı tarafından yayınlanan veriler çerçevesinde 2006-2023 yılları arasında bölge, Avrupa Birliği ve Ekonomik İşbirliği ve Kalkınma Örgütü üye ülkeleriyle mukayese edilmiştir. Yıllar itibariyle Türkiye’nin saydamlık düzeyinin bölge ülkeleri, Avrupa Birliği ile Ekonomik İşbirliği ve Kalkınma Örgütü üye ülkelerinin ortalamasının altında kaldığı tespit edilmiştir. Bulgular itibariyle bütçe şeffaflığının artırılması için vatandaş bütçesinin kapsayıcılığının artırılmasına yönelik çıkarımlar sunmaktadır.
This study evaluates Turkey's position according to the Open Budget Index, which evaluates public budgets within the scope of transparency and participation. Turkey's position was compared with the member countries of the region, the European Union and the Organization for Economic Co-operation and Development between 2006 and 2023 within the framework of data published by the International Budget Partnership. It has been determined that over the years, Turkey's transparency level has remained below the average of the countries in the region, the European Union and the member countries of the Organization for Economic Co-operation and Development. The findings provide implications for increasing the inclusiveness of the citizen budget in order to increase budget transparency.
