ÖZET

“Katma değer vergisi (KDV)”, mal ve hizmet teslimlerinde üretim zincirinin her aşamasında ortaya çıkan katma değer üzerinden alınan bir yayılı muamele vergisidir. Harcamaların vergilendirilmesi konusunda diğer vergilere kıyasla daha fazla olumlu özellik taşımasına rağmen sistem içerisinde çok sayıda muafiyet ve istisnanın bulunması Avustralya’da uygulamaya koyulan “Goods and Services Tax (GST)” gibi alternatif vergilerin ortaya çıkmasına neden olmuştur. Özellikle finansal hizmetler alanında vergilendirme ile ilgili sorunların yaşanması sonucunda GST Modeli geliştirilmiştir. Avrupa Birliği (AB)’ nde uygulanan geleneksel KDV sistemi ile Avustralya’ da uygulanan GST modelini finansal hizmetlere verilen muafiyetler açısından incelemeyi amaçlayan makalenin, ilk bölümünde KDV’ nin genel özelliklerinden bahsedilmiş, ikinci bölümünde AB’ de uygulanan geleneksel KDV sistemi üzerinde durulmuş ve son bölümde Avustralya’ da uygulanan GST modeli ele alınmıştır. Sonuç olarak, GST modelinin KDV uygulamasının bir türü olmaktan ileri gitmediği ve indirilecek KDV ile ilgili sorunları çözmüş olmasına rağmen vergi erozyonu, vergi aşınması ve vergi planlaması gibi önemli sorunları çözemediği görülmüştür.

COMPARISON OF THE TRADITIONAL VALUE ADDED TAX PRACTICED IN THE EUROPEAN UNION WITH THE GST MODEL PRACTICED IN AUSTRALIA

ABSTRACT

“Value added tax (VAT)” is a distributed treatment tax charged on the value added that arises in each stage of the production chain in deliveries of goods and services. Although it carries more positive properties compared to other taxes regarding taxation of expenditures, due to the presence of many exemptions and exceptions within the system, it leads to the emergence of alternative taxes such as “Goods and Services Tax (GST)” that was implemented in Australia. GST Model has been developed as a result of problems encountered regarding taxation especially in the field of financial services. The article aims at reviewing the traditional VAT system applied in the European Union (EU) and the GST Model applied in Australia in terms of exemptions given to financial services. First part mentions the general properties of VAT, second part emphasizes the traditional VAT system applied in the EU and the last part deals with the GST model applied in Australia. Consequently, it was seen that the GST model is not anything more than a kind of VAT application and also that it has not been able to solve important problems such as tax erosion and tax planning although it has solved problems related to VAT to be reduced.
