Teknolojik gelişmelerle birlikte, yeni bir olgu olduğu düşünülen ülkeler arası etkileşim, aslında eski zamanlardan beri var olan bir gerçektir. 1789 da başlayıp on yıl kadar devam eden ve sosyal bir akımı tetikleyen Fransız Devrimi, bu etkileşime bir örnektir. Tarihte daha yakın zamanlara gelindiğinde, görülüyor ki söz konusu etkileşim devam etmekle birlikte 1990’lardan itibaren tek bir kelimeyle, “Küreselleşme” ile anılır olmaya başlamıştır. Bu olgunun ortaya çıkmasıyla, dünya bir bütün olarak kabul edilmiş, onun herhangi bir noktasında yaşanılan bir olayın diğer ülkeleri de etkilemesi kaçınılmaz hale gelmiştir. Dahası, ekonomik krizlerden, yaşanılan salgın hastalıklara kadar tek başına önlem almanın artık bir şey ifade etmediği, bunun yerine toplu halde hareket etmenin yegâne çözüm olduğu anlaşılmıştır. Son aylarda aniden ortaya çıkan ve tüm dünyayı etkisi altına alıp, sosyal ve ekonomik hayatı durma noktasına getiren virüs salgını da yine bu gerçeğin kanıtıdır. Bu çalışmada küreselleşme olgusuyla birlikte hareket etme zorunluluğu da göz önünde bulundurularak, ortaya çıkan salgında, alınan ve alınması gereken önlemler, dönemsel olarak incelenecek olup, bu önlemler sebebiyle bozulan mali yapının, tekrar sürdürülebilir hale getirilme gerekliliği politika önerileriyle ele alınacaktır.
Thought to be a recent phenomenon with the rising of the technology, the interaction among the countries has been a reality since ancient times. The French Revolution that started in 1789, lasted for nearly ten years, and triggered a social movement is an example of this interaction. When it comes to recent times in history, it is seen that although this interaction has continued, it has begun to be mentioned with a single word, “Globalization” since the 1990s. With the emergence of this phenomenon, the world has been accepted as the whole and it has become inevitable that an event experienced at any place in the world will affect other countries. Moreover, it is understood that taking precautions alone from economic crises to epidemics does not mean something anymore, and instead, the acting collectively is the unique solution. The virus outbreak that has emerged suddenly in recent months and influenced the whole world by limiting social and economic life is proof of this reality. Considering the necessity to act together with globalization, this study will investigate the implemented and to be applied measures with periodical reviewed, and through policy suggestions, it will discuss the rectification necessity of sustainable fiscal structure deteriorated by the executed measures.
