At the core of this new business model, which is defined as electronic commerce, there is a functional website that serves the work to be done. Today, one of the sectors where electronic commerce platforms, which almost every industry has started to use as a commercial tool, is the tourism sector. The global web sites, which act as intermediaries for providing accommodation and booking services to the accommodation companies, have become one of the important economic actors for the sector. Since the legal and administrative center is in a fixed country and thanks to technology, it is a topic of debate in the international literature about which countries or countries will be taxed by the web sites that have a global identity and which are taxed. The concepts of “establishment” and “permanent representative” are in the focus of the discussion, and it is understood that the solution of the problem depends on clarification of whether the electronic platforms have a “workplace” status.
