Yoksulluk hem gelişmiş hem de gelişmekte olan ülkelerin makroekonomi poli-tikalarının odağında yer almaktadır. Yoksulluk, bir ülkenin kalkınmasının önündeki engellerden biri olarak görülmekte ve yoksulluğu azaltmak için devlet eliyle çok sayıda politika yürütülmektedir. Bu bağlamda ülkelerin yoksulluğu azaltmak adına kullandığı en önemli politik araçlarından birini eğitim harcamaları oluşturmaktadır. Özellikle gelişmiş ülkelerde, eğitimin önemi daha iyi kavranabilmekte ve uzun dö-nemde yoksulluğun azaltılabilmesi için eğitime önem verilmektedir. Bu çalışmanın amacı, Avrupa Birliği (27) ülkelerinde eğitim harcamalarının yoksulluk üzerindeki etkisini ampirik olarak ortaya koymaktır. Bu amaçla hazırlanan çalışmada ilk olarak yoksulluk ve eğitim harcamaları kavramlarına veriler eşliğinde yer verilmiş, ardından ampirik literatüre değinilmiş ve son olarak da panel veri tahminleri yapılarak 27 Avrupa Birliği üyesi ülke için 2008-2018 döneminde eğitim harcamaların yoksulluk üzerindeki etkisi test edilmiştir. Çalışmanın sonucunda Avrupa Birliği’nde eğitim harcamalarındaki artışın yoksulluğu azalttığı sonucuna ulaşılmıştır.
Poverty is at the center of macroeconomic policies for both developed and de-veloping countries. Poverty is seen as one of the obstacles to the development of a country, and many policies are implemented by the government to reduce poverty. In this context, countries can use their education expenditures as a tool to reduce poverty. Especially developed countries can better understand the importance of education and attach importance to education in order to reduce poverty in the long term. The purpose of this study is to reveal empirically the effect of education expenditures on poverty in European Union (27) countries. In the study prepared for this purpose, firstly the concepts of poverty and education expenditures were included with data, then empirical literature was mentioned and finally, panel data estimations were made and the effect of education expenditures on poverty in the period of 2008-2018 was tested for 27 European Union countries. As a result of the study, it was concluded that the increase in education expenditures in the European Union reduces poverty.
